The operational question changes
A dashboard that describes an asset after the fact has limited strategic value. A digital twin becomes more consequential when it connects structural models, live data and decision processes. In that form, it can support congestion analysis, maintenance planning, resilience scenarios and coordination across network levels. The object is no longer an elegant visual representation. It is a living operating model of a system that has to balance supply, demand, failures and new forms of distributed generation.
Coordination is the scarce capability
The evidence from ENTSO-E matters because it puts the emphasis on coordination between transmission and distribution operators. Energy systems are becoming more distributed, more data-intensive and more exposed to weather, flexibility and cybersecurity challenges. The strategic bottleneck is therefore increasingly the ability to share a common operational picture while retaining clear responsibilities and data governance.
What would confirm the shift
The strongest confirmation will come from use cases that move beyond pilots: documented operational improvements, faster anticipation of congestion or failure, coordinated use of flexibility and visible integration into planning. A twin that only reports on the past is not yet a control system. A twin that improves how a network prepares and acts begins to become infrastructure.
